Bihar Chief Minister Nitish Kumar has announced a comprehensive plan to strengthen the state’s dairy sector by establishing Milk Producers’ Committees in every village within the next two years. The initiative aims to boost milk production, improve market linkages and enhance farmers’ incomes across rural Bihar, aligning with broader rural livelihood and dairy development objectives.

Under the new strategy, these village-level committees will function as grassroots platforms for milk collection, quality control, price discovery and aggregation of produce. The move is designed to replace fragmented procurement with a more organised structure that empowers local producers and fosters collective action. (

The state government expects the committees to strengthen coordination among dairy farmers, improve access to veterinary and extension services, and streamline supply chains. By creating a structured network of milk producers, Bihar aims to reduce dependence on middlemen, increase transparency in pricing, and help farmers secure better returns for their milk output.

Officials also highlighted plans to link these committees with cooperative federations, private processors and institutional buyers to create stable market channels and improve value realisation. Enhanced infrastructure — including chilling centres, quality testing labs and cold chain connectivity — is expected to support the initiative’s operational rollout. (Daily Excelsior)

The programme aligns with national dairy priorities that emphasise community-based procurement systems, institutional strengthening of producer organisations and greater integration of small and marginal farmers into formal dairy value chains. If implemented successfully, the committee network could create a scalable model for milk-producing states seeking to revitalise rural dairy economies.
